Can my CSP partner see my data, or only billing/licensing information?

By default, a CSP partner relationship provides access to billing and licensing information, not your actual data (emails, files, Azure resource contents, etc.). If you additionally grant administrative access (like GDAP roles) for support purposes, the specific scope of that access determines what they can see or do — and you control and can review that scope.

If data privacy is a specific concern, it's worth discussing directly with a partner exactly what access they request and why, rather than assuming broad access is required just for billing purposes.
